What is cosmetic ingredient code?
The ingredient code is used to correlate ingredient safety information. With the ingredient code, the cosmetic filer/registrant can directly fill in the ingredient code instead of uploading a large number of ingredient safety information files.
Who does it apply to?
It is applicable to cosmetics ingredient manufacturer. It is applicable to the ingredients which are on the IECIC list.
When did the new requirement come in?
From Jan 1st, 2022, ingredient safety information/ingredient code is required for high-risk ingredients (preservatives, sunscreens, colorants, hair dye, whitening) in cosmetics filing and registration process.
From Jan 1st, 2023, ingredient safety information/ingredient code is required for all ingredients in cosmetics filing and registration process.
What are requirements for Company (manufacturer) registration?
- Company registration document, e.g. Business License in China: If the overseas ingredient manufacturers apply for a cosmetics ingredient code themselves, the company registration document should be notarized by a Chinese notary office or legalized by the Chinese embassy (consulate). If the overseas ingredient manufacturer authorizes the domestic enterprise to apply for the ingredient code, legalization by the Chinese embassy (consulate) in an overseas country is not required.
- Letter of Authorization(LOA): It requires notarization by the local notarial office in a foreign country.
- A stamped scanned copy of the enterprise information form. (Cisema could assist to do it as it is Chinese version)
Our product to be registered is a single substance under the INCI name. Is there a difference in cost in the case of complex substances (multi-component products)?
There is no difference between single ingredient and compound ingredients, we use standard quotation.
What is the process of applying the cosmetic ingredient code?
- Step 1: Apply for the cosmetics ingredient code online account
- Step 2: Collect, review, fix and confirm the ingredient safety information document.
- Step 3: Translate all ingredient safety information documents and prepare all application documents.
- Step 4: Submit application documents and generate the cosmetics ingredient code.
