Cosmetics Registration and Filing in China
According to the regulations, all cosmetics imported from overseas (including Hong Kong, Macao and Taiwan) must complete product registration for ordinary products, and special products must obtain product registration certificates approved by the NMPA before they can be declared for customs inspection and sold in China. Otherwise, they will face severe penalties.

Cosmetic Categories in China
In China, cosmetics are divided into two categories: ordinary cosmetics and special cosmetics.
Ordinary Cosmetics: These are general cosmetics that do not fall under the category of special cosmetics. The state implements a record-keeping management system for ordinary cosmetics.
Special Cosmetics: These are cosmetics used for hair dyeing, perming, spot removal, whitening, sun protection, anti-hair loss, and those claiming new functions. The state implements a registration management system for special cosmetics. Cosmetic raw materials are divided into new raw materials and previously used raw materials. The state implements a registration management system for cosmetic new raw materials with higher risk levels, such as preservatives, sunscreens, colorants, hair dyes, and whitening agents. For other cosmetic new raw materials, a record-keeping management system is implemented.
Registration & Filing Process
The registration time for Ordinary Cosmetics is around 2.5 to 4 month, If human efficacy evaluation is involved, the cycle will be increased by 3 months. The registration time for Special Cosmetics is depends on its classification, varies from 8 to 18 months.
Cosmetic New Ingredients Registration/Filing
According to the regulations, natural or artificial raw materials used in cosmetics for the first time in my country are new cosmetic raw materials. New raw materials are classified and managed according to the degree of risk. New raw materials with higher risk levels, such as those with functions of preservation, sun protection, coloring, hair dyeing, freckle removal and whitening, are subject to registration management. Other new raw materials are subject to filing management. For new raw materials that have been registered and completed filing, a 3-year safety monitoring period will be implemented from the date when the cosmetics that first use the new raw materials obtain the registration certificate or complete the filing. If new raw materials with safety problems are found during the monitoring period, the drug supervision department will revoke their registration or cancel the filing. New raw materials that have no safety problems after the expiration of 3 years will be included in the catalog of used cosmetic raw materials.
